5、 Market Introduction
Indonesia is the largest economy in Southeast Asia, a member of ASEAN, and the fourth most populous country in the world. In recent years, the country's political situation has been stable, friendly to China, and the market has shown great vitality. The pulp and paper industry (IPPI) in Indonesia includes 112 industries with a total production capacity of 11.45 million tons of pulp and 20.65 million tons of paper. It plays an important role in contributing to the national economy. In 2022, IPPI contributed 3.6% to GDP and generated $8.4 billion in foreign exchange. Among them, pulp exports amounted to 3.69 billion US dollars, and paper exports amounted to 4.8 billion US dollars. This industry provides direct employment opportunities for 80423 people and indirectly supports 1.1 million job positions. IPPI ranks first in paper and pulp production in the ASEAN region, third in paper and pulp production in Asia, second in pulp production, fifth in consumption and production, and seventh in global pulp production.
IPPI will continue to grow and receive support from domestic and international open markets. It also received support from comparative advantages, such as allocating industrialized artificial forests as sources of wood raw materials; Tropical climate promotes faster plant growth; The availability of human resources; And the legitimate supply of raw materials from sustainably managed forests, as well as the realization of ESG values and trade norms.
A total of 54 pulp and paper industries use recycled paper as raw material for production, with an annual total demand of 67000-7 million tons and an annual output of 7.6 million tons. It is expected that the demand for recycled paper/waste paper will increase year by year. This is because the e-commerce industry is constantly developing, and many buying and selling transactions are conducted online, with packaging paper being used as packaging material. Therefore, it is expected that the consumption of packaging paper will continue to rise. However, currently the supply of recycled paper for packaging production is still mainly imported, as the quantity and quality of domestic supply cannot meet the industry demand.
At present, the Indonesian government has not imposed any restrictions on the import of recycled paper/waste paper. However, there is a maximum impurity content limit set at 2%. However, the Ministry of Environment and Forestry (KLHK) is developing a roadmap to improve the availability of recycled paper/waste paper in Indonesia. The purpose of this effort is to increase the domestic supply of recycled paper/waste paper. In addition, the European Union (EU) is currently formulating policies regarding waste transportation. According to these regulations, non OECD countries must submit a request to the EU to import waste, provided that the importer is able to manage the waste in an environmentally responsible manner. This development has attracted attention from the Indonesian pulp and paper industry as it may hinder the availability of recycled/waste paper as a raw material. Therefore, Indonesia is interested in studying China's self-sufficiency policy in the supply of recycled/waste paper raw materials.
On the other hand, China is the main trading partner of Indonesian paper products, and China is the largest export destination for Indonesian paper products. In 2022, the amount of paper products exported from Indonesia to China will reach 747607 tons, and the amount of paper products imported by Indonesia from China will reach 307526 tons.
